Cody got a push to the main event as soon as he came back to the WWE; ideally to convince people like Miz who's original five year contract expires next year, to jump to the WWE.
Matt Cardona basically did a brief run with the company and fucked off when he realized that he could make more money as a free agent on the indie scene than to sell his soul to Tony and be at the mercy of the Elite. Dasher Hatfield opted for retirement and the occasional announcing gig on the side than enter into the snakepit that is AEW, even though he could have easily have gotten a cake gig as Orange Cassidy's rival. Hell, even GCW and the other indie mudshows and even Impact, are more desirable for indie journeymen at this point.
The only people who would want to have anything to do with AEW at this point, would be young wrestlers wanting to get TV time in hopes of getting the fuck out of there when their contract expires and signing with WWE.

And given how Roman's bullshit at Mania, refusing to job to Cody killed a lot of enthusiasm people had for WWE, bringing Punk back is a no brainer because NO ONE gives a fuck about the product anymore and having Punk beat Roman would at least make for a new era that the WWE desperately needs, after letting Roman bury everyone to such a degree that motherfucking Eli Drake is now the most popular guy on the roster at this point.
