I don't care how much of a jobber you were at your career peak, if you were a jobber that worked televised matches during a wrestling boom period for years and on the same card as wrestling's biggest-ever draws, then your wrestling career was a success. The only exception is if you were actually TRYING to be the next top guy and failed
To my knowledge, Disco never tried to be one of the top guys. He knew his lane, was good in it, made his money, and was lucky enough to do it during wrestling's peak when he would have been making the most money possible for such a lane. Plus I'll bet more normies know who he is ("that funny disco guy who tried to join nWo") than some of today's 'top talent'
