It's a different approach from in America where guys trained new talent to work and explicitly not how to shoot, to protect themselves and their own spot in the territories.
The E does the same in NXT, training talent a specific way that limits their potential by shoehorning them into a style instead of letting them go as far as they dare.
This is also why André was always working hard everywhere he went, until Vince Sr told him (to protect his own top guys and business) to work as an attraction and maximise the outcome of minimal effort.
It worked out for them sure, but is a completely different attitude from the rest of the world.
