They could have paired him off with Triple H, HHH got a very mild face pop when he first came out during the cage match and people thought he would rescue the Rock, he did work with Undertaker, but frankly neither of those guys are really top baby faces.
They bought WCW not long after, they could have spent some money and brought in Goldberg or Sting to work with, but they didn't. It wasn't just Austin turning heel, it was Austin turning heel and then expecting him to draw with face Undertaker.
