I don't think anyone had a big problem with Jarrett during his first 'country music star' midcard run in WWE. He was ok in the ring, ok on the mic and drew a good amount of heat, was the perfect amount of annoying for a heel, and even won the IC title several times. Guy was nothing special but he wasn't terrible either, so nobody minded him then. He was basically WWE's version of Disco Inferno
The difference was that Disco knew and stuck to his midcard lane throughout his career, which is why his gimmick is still fondly remembered by fans to this day
Jarrett on the other hand started calling out top stars out of nowhere like Austin while in WWE, then stars like Sting in WCW. And then he started actually getting pushed as a main eventer in WCW and later TNA, but fans still saw him as that same lower-midcard wannabe country music singer. He never once had an aura of main-eventer about him yet he kept getting pushed as one, and that greatly annoyed everyone for years
