It was also peak attitude era so yeah it would've sold out so easily. It makes sense that you'd have to paper US states since the companies roll through multiple times a year and it isn't special.
From my own personal opinion and life, WWF was massive but it was always something I had to go out and seek. Borrowing VHS tapes was the only way to experience it.
WCW was on free to air TV every Saturday and easy to get into. WWF Superstars was on in the early 90's but disappeared and did end up coming back during the AE.
