Here's the thing about your cult leader Tony: he went on record and said if a wrestler does a house show, he gets the week off from TV. This is recorded fact.
So stars like Ambrose, Jericho, etc. could have done House Rules. But ultimately, Tony wanted those toys on tv. So fans got Danhausen and Starks instead.
It's fucked up that Tony never gets any blame (even tho everyone in AEW are greedy pricks).
