I don't think those guys should've been immediately propped up, but Benoit's intensity alone made him decent enough for that spot. Jericho had the mic skills to make up for it. Booker had the size. And all three of them got over with the crowds, but WCW just never wanted to give them more.
In your example alone, By the end of 97, Piper and Savage were shot. They could've easily slotted two guys in those positions. I guess you could say DDP was Savage's replacement. But Piper was still on shows and by then his act was old. Nash and Hall, Hall basically did nothing for years because he kept getting in accidents and they never thought to let someone beat him decisively.
