Rock was only two years in, and Foley was kind of nuts and you can read the observer(s) before this, Foley and Dwayne are Meltzer guys, and they were hyping up the match and this spot. It seemed like they both got lost in the sauce. Rock kept hitting Foley because the motherfucker kept getting back up and no-selling. But they both went in with the intention to have a crazy-ass match. Rock needed to be a big heel for Austin (turns out this didn't matter because Rock got cheered against everyone but Austin-- and even then, he got a few)
I think if Rock was more experienced, he would've called the audible and ended it on the second one.
