It was made worse by the heel authority figure in Bischoff. You had this major oppressive heel in Triple H then you also had him alongside an authority figure who the show was largely booked around too. So it was endless heat. You need heat but it needs to be back and forth and for the faces to get enough shots in.
Here it was just the faces getting fucked relentlessly and occasionally one would get one over on him like Michaels, Goldberg or Benoit but then it would be the same thing again for months.
And his matches were the shits. He lost a lot after his first quad but he insisted on working the same 20+ minute match with everyone, and it was boring.
