He was out almost the whole year and him recovering at all was in question, imagine if Austin went straight to the midcard when he came back from surgery in 2000 because Rock was 'the guy' now. It was just Vince being stubborn, as you said he had the biggest 'coronation' anyone could ask for so going back to pretending he was just some jobber that had to climb the ranks again was never gonna work.
