Men were being drafted, but not at a high rate and anyone with influence could usually convince the draft board to take some else. The peak period was '66-68, during which time Vince was in college and would have been eligible for a student deferment. In late '69, the lottery was implemented, and Vince, based on his August 24th birthday, would've had a low number (36), but by then Linda was pregnant with Shane (who was born in January of '70), which would have rendered Vince exempt from the draft.
