That's actually part of his problem is that he's actually similar to Piper more than Hogan. In Piper's case, when he returned in 96, he was giga-over but after that they kept having him on the mic and he'd cut these rambling promos that worked in the 80's but didn't work in the 90s. Rock is the same way, he's still talking like it's '99 or 2000 and it just doesn't work and there isn't a huge audience where he can get away with shit like that (incessant rambling and random phrases). Austin and Hogan always said timeless simple shit which is why it always works when they return.
