Rock would posibly draw the biggest mainstream audience - then again maybe not, it's not a compelling storyline at all, very obvious Rock puts over Roman. Rock also 11 years older than last time out where he injured himself. Might break his damn hip.
Cody is the story that makes most sense, but it's a repeat of the previous year's. Lost its novelty, and it'll be obvious this time Cody wins. Would not be a special draw.
Punk is the most exciting, would draw the most existing wrestling fans, if only to see if Punk somehow melts down again. Might even draw some mainstream fans. Downside is he's shoot a loose cannon, and most of the company hates his guts. Might injure himself in the middle of the match too. And cause more tourble backstage and be a legal and financial headache. Overall would create the biggest buzz but probably not worth it.
If Mania 40 is about celebrating their own home grown stars, guys who've put in the work for a decade and got to the top, then Roman-Seth is the match to have. Story is basic but makes sense. Former teammates, now to see who the undisputed top guy between them is, arguably 3 world titles up for grabs, Seth living in Roman's shadow for the past few years, also wants revenge for Roman taking the DQ way out at the Rumble a couple of years back. Deeper context of Seth being Roman's kryptonite. Unusually for WWE this feud was actually packaged decently well in the run-up to the Rumble. Struck the right balance between context/lore and focusing on the then-present. But it also worked because Seth was relatively new to his joker meta-gimmick and was also a heel, it was heel-vs-heel. If Seth is back to being a cringey 'le workhorse' forced babyface again (I don't acutally watch WWE any more so I don't know if ths is the case, someone tell me) it might fall flat.
