Probably a stretch to assume he's really THAT involved. It's likely a case of getting funny titles that don't really carry any authority while everyone around him does the heavy lifting.

The stories that came out of Fulham to people inside the game have been hilarious. His own staff openly mock him to others, including his admin staff let alone technical staff.
Khan was dropped in by his Dad who actually owns the club and immediately gave himself about 5 different titles, because it was very important for him to be seen as a big shot. The other executives in the PL mocked and ignored this weird unqualified kid and he was not invited to meetings between them.
Before AEW, he tried to run Fulham but the experienced people beneath him saw how utterly retarded him and his ideas were and went straight over his head to his Dad and explained that he doesn't know what he's doing, is a figure of mockery and he needs to take a step back and appoint somebody who isn't an unqualified nepobaby with no experience. Shad Khan did exactly that.
The funniest thing about this is that when TK was asked to be a figurehead, he demanded that he keep his job titles. He didn't mind if others did the work as long as he could keep his numerous meaningless job titles.

Shad was only granted access to NFL ownership because Roger Goodell has a hard-on for moving a team to London and Shad is his best shot at doing that. Shad was originally going to be allowed to buy the Rams a year before his Jags purchase, but that was given to Stan Kroenke, who had Los Angeles connections that have since manifested. Kroenke's tenure was similarly incompetent on the surface until they conveniently got good just in time for their new stadium. Now that Jags are making open overtures toward a London move, their respective arcs are becoming alarmingly similar.

tl;dr: Pro sports are just as much of a work as pro wrestling, if not more. Tony Khan is still a mark who doesn't understand either businesses.

Fulham are in nowhere near as bad a state as the Jags are. At least they’ve actually won something (even if it’s just the Championship) since the Khans took over, and seem to have stopped yo-yoing now
They just need to start pushing for European football which is easier said than done with teams as strong as Man City, Spurs, Arsenal, Liverpool, and (the most comparable team to what Fulham should aim for) Brighton

What an asshole. How could anyone possibly think it's a good idea to make one NFL team that has a seven-hour timezone difference between it an the next closest NFL team? The jetlag alone would ensure they'd never be competitive anywhere else.

He's not really in any sort of important position in Fulham or with the Jaguars. He has a puppet role where all the work is done by software and the actual professionals and he just takes credit for it. He literally admitted it in that interview with Ariel Helwani, but it was obvious anyway. He also explained all the other jobs he has which are owning things and doing nothing. In aew he writes matches in a spreadsheet and that's literally all he does.
He's very blatantly incompetent.
