Everyone knows he could have.
It's not so much that Regal is such a good wrestler that he could overcome the might of Goldberg. He's good.
It's just that Goldberg wasn't a wrestler. He was a jock guy who dropped out of handegg over injuries and had a killer look that was easily exploited by WCW.
Any of the territory guys could've killed Goldberg in the ring, because back in 1998 he was that bad at wrestling.

Of course he could have. Goldberg was just a football player. He didn't have any idea how to fight. And while he was big, he wasn't that big. It's not like he was Vader or Andre. Goldberg only had about 20 lbs on Regal at most.
