There were plenty of reasons Sami was never going to win, the biggest being that at the time KSA still wasn't letting Syrians into the country, and they had a show scheduled there for May. You're gonna have Sami win and then not appear on the show that the company makes the most money from a month later?
Roman was also only a few months away from the 1000 day reign mark, they were never going to take the title off him. Remember that Roman VS Rock was the initial plan, and Rock wasn't coming back for a sustained run. The only reason this could be different this time around is because of the writers strike but that looks like its wrapping up too.
