He is a legend but also kind of a flash in the pan. He was cool as fuck in 97 and 98 but then for the remainder of WCW he wasn't that hot. He was still super popular, he always was, but he didn't do much of significance outside of crow and wolfpack. There was surfer sting but that wasn't red hot like 97 and 98
