start up costs would be insane and has a high chance of failure
you get most of the benefits of nxt japan while using noah as a feeder league ala evolve. you dont get the extra tv show but you could easily do a monthly "nxt japan" branded show for the network or something via cyberagent's wrestlers and some others
you could use them for excursions this way too, most pc kids would benefit from this and the main roster too desu
