While the two are related, they are observed to be both separate and innate. For example, a person of male gender cannot be made to believe they are female regardless of social conditioning. Put simply, no amount of wearing a dress will change someone's mind about what gender they are one way or another. They simply are the gender that they are. This is true even if the physical body has no obvious markings of sex, and even if artificial hormones are used. A person cannot be made to change gender and attempting to make someone conform to the wrong gender is extremely damaging to the individual. While the vast majority of people are the same gender as their sex, there are a small number of people whose gender does not match their sex. As it is not currently possible to induce a change of gender, and attempting to force them to behave against their gender is damaging, the best thing for them is to socially transition to match their gender even if this would contradict their sex. Like most rare medical conditions, its gross, boring, and I don't want to think about it.
