Right now, the company is in no rush to bring him back. The belief is that the longer he is away, the longer it makes distance between himself and that incident with CM Punk.

I think Tony is still seething and doesn't want Jack to be able to use Punk to capitalize and give himself heat. Bringing him back cold and heatless and making him build himself back up is a way to punish him without further suspending or firing him.
