PAC is insanely loyal to Dragongate, he credits them for being the first place that took a chance on him.
In 2018 Dragongate is kind of in a panic. CIMA has left and has grabbed 3 of the most promising young guys on the roster (T-Hawk, El Lindaman and Takehiro Yamamura) and Shingo Takagi is also on his way out (having accomplished all he can in DG). So in October 2018 PAC leaves WWE and the first place he shows up is Dragongate and is immediately given the position as a top heel, beating Shingo in one of Shingo's last DG matches. Next he sets his sights on champion Masato Yoshino and defeats him on December 4th for DG's top belt. PAC is now the hottest act in the promotion.
On January 8th 2019 PAC signs with AEW and begins a feud with Adam Page and their match for Double or Nothing is booked, it is later cancelled due to "creative differences". Dragongate's plan to build a new face is to take young Ben-K and build him up to face an undefeated PAC for the championship at their biggest show of the year, Kobe World Pro-Wrestling Festival. And we're not talking undefeated as in never lost a match in DG, we're talking having taken a fall in any promotion until Ben-K beats him.
But it's currently May, and Kobe World is in July, and PAC (still very much the DG loyalist) is more than willing do to this favor to the company that helped him break through. So the indies and AEW are faced with a decision, have PAC win his matches or book around it. So from October 2018 to July you see results in wrestling like

AEW/Indie wrestling's nightmare is finally over by July (though PAC seems to remain undefeated until October) and PAC leaves DG.
