Because WWE realised that instead of hiring bimbo models they can hire bimbo athletes. High athleticism is basically all that matters in the eyes of the modern smark. It also helps that they have an actual training facility which is easily the best women's wrestling dojo in the world.

It’s not just the women. Talent can no longer be developed on the indies like it was 20 years ago.
AEW originals who weren’t blessed with some new Japan tours worked less than 20 matches a year. And they do it in promotions where they lay plywood on some chairs and call it a table because they are so far removed from anyone who knows what they’re doing.

I think you’re confusing rehearsal which the bucks do where they pretend out their whole match over and over again in the locker room. And wrestlers actually listening to an agent who explaining the story they’re trying to convey.
