He was given the inaugural tag championship and both the Young Bucks and Lucha Bros put him and Scorpio Sky over, but he really wasn't enough of a star to have that position. The tag titles didn't really feel important until they put them on Omega and Hanger, and feeding the top two teams to Kaz and Sky was a bit of a waste.
Next, FTR came in so SCU were down to at best the #4 tag team on the books, and were going to slip further with younger teams in line to be pushed. After Sky split off from SCU and they were left with the semi-geriatric team of himself and Daniels, he was seen as a "good hand"/"carpenter" type guy who, due to his age and lack of charisma, wasn't getting a push.
Unfortunately around that time, AEW had rather stupidly accumulated too many midcard guys. So he mostly ended up on Dark. I can understand him being upset for not being used on tv more. But frankly, he was redundant there. Improving AEW would have involved going through roster and and cutting a lot of the midcarders including him.
