To understand why Gedo did this, you have to understand what was going on with NJPW's roster at the time

But getting over someone as an aggressive/monster heel is difficult and takes time if they're in EVIL's position, where he's a known quantity to the fans, not just some big foreign monster guy they can book strong. And the only way to quickly make the crowd boo you in Japan is to do over the top interference spots.
So that's what they did, and that's how we got House of Torture in its current form.
The travel ban ended, Gedo got his options back, and EVIL just sort of fell out of the main event scene, even the midcard scene for a while really. But he's well-positioned with SANADA and Naito as the next two champs. He'll have a lot to do.
