Yes, that's exactly the point. You don't need to force everyone and homogenize them into the same role just because they're over. You can be the most over without defaulting to being the top babyface, that's boring, systemic booking. Kenny was the most over guy in NJPW for a while and was never close to being a true babyface.
You can understand someone's strengths and use them appropriately to maximize their longevity and drawing power. Not everyone has to end up as the same fucking thing.

Omega was never a true babyface, nor was he the top one. He worked babyface and heel interchangeably in his matches and even following the absolute peak of his overness winning the title in 2018 he worked heel for a few matches in the G1
He never just walked back everything that made him appealig as a character in a dramatic fashion like MJF has

The last time Tana was booked and billed as the top star in the company as a babyface he worked completely babyface for the duration of the G1.
Again, he was never top babyface, he wasn't even full babyface, and he's a much less natural heel than MJF. I can't imagine defending miscasting someone so horrifically based on precedents you don't quite grasp.
