As reported by Dave Meltzer in the latest edition of the Wrestling Observer newsletter, the WWE already has much of its Wrestlemania 40 card locked in. Roman vs. Cody II is currently slated to mainevent night 2. There were discussions of Seth vs. Roman, but Seth's popularity has waned, and LA Knight was seen as a possibility, but HHH personally believes that he is not a good enough in ring performer to carry a Wrestlemania mainevent. The only person who could potentially stand in Cody's way is The Rock, and as of right now WWE is not figuring him in to their plans. Cody is expected to either beat Damien Priest for the MITB briefcase (they've lost faith in him) or win an elimination chamber #1 contenders match for the honor. He will NOT win the Royal Rumble.
This has been an extremely long term plan. They knew how the fans would react to Cody losing to Roman at Wrestlemania 39, and wanted to put him through as much adversity as possible before he finally gets the belt to get the fans even more behind him. The Rumble has long been planned to be a reversal of last years, with Cody entering #1 but ultimately falling to Gunther who came in much later. It has not been said if Gunther will drop the Intercontinental title first but both vacating and unification is on the table. Gunther/Seth is not slated to main event.
