Because there's a conundrum. They want him to have the longest WWE Title reign of the last few decades, but he's "only" berm WWE Champ since Mania 38. By being attached to his Universal reign, they can go on about how he's approaching 1200 days. Cole doesn't even distinguish "Universal Champion for X days" anymore and ge just says "Champion."
Once Roman finally loses they'll immediately drop the Universal Title.
I'm mlte confused as to why they haven't formally unified the tag titles.

This is HHH's biggest weakness as a booker. He loves interminably long title reigns, and he loves heel champions with babyfaces chasing the gold. It's not a good combination.
