tiny has spent millions and millions of dollars hiring every single smark darling out there and puts on shows with tickets that are typically less than $25
you would think it would attract SOME wrestling fans. some of these shows get less than indie feds held in a garage

1. Collision is on Saturdays when there's much more fun things to do
2. They're touring 2 shows when they've only got demand for 1
3. People avoid Collision becaus it has RoH on it, they want to see AEW not RoH so more attend Dynamite/Rampage
4. They're touring new markets and oversaturating others

If I only cared about match quality I wouldn't watch either show I'd just look up the best rated matches at the end of every week and watch a 2 hour compilation of that. There is literally no reason to watch dynamite or collision on a weekly basis
