There's Japanese promotions that run regularly with under 20 people on their roster. I'm not suggesting AEW goes that low, but it's better to have a smaller roster and get everything you can out of them than have a larger roster and get little out of them. We all liked WCW but they had tons of great workers and legends on their roster who did little but random Saturday Night matches against Craig Pittman. Yeah, some of those matches were fun, but it did nothing for nobody.
AEW has something like 180+ people on the roster. It's insane. And even worse is that they constantly bring in people who aren't even on the roster. It's not like this is NXT where these people are rookies and might be stars someday. People like Serpentico, Luther, Kip Sabian and others are finished products yet still can't make TV regularly after years in the company.
You can also only feature so many people at once. There's a limited amount of storylines, only a couple people get to main event the show and the A-show doesn't have time to run 600 different storylines.
