you have to admit it's a little silly that the announcers hype him up as the most dominant and invincible champion ever when he constantly wins by blatantly obvious cheating with theatrics

There is no kayfabe explanation for commentary not mentioning the interference, faces not trying to get the Usos barred from ringside, etc.

The business reason is that they want it both ways. Roman is a heel face of the company, so he gets a bunch of accolades and prestige and they just sweep all that cheating stuff under the rug.

HHH said Roman makes his own matches essentially. So in kayfabe, Roman will agree to a match but no rematch clause. It's how he avoids any sort of repeats.

You are 100% correct and it's actually a huge missed opportunity for kino. Roman's character is a mafia boss. Mafia bosses are known for making deals behind the scenes and getting authority figures on their payroll. It would be very easy for WWE to show backstage segments where Roman and Heyman are greasing the palms of various refs, GMs, and other authority figures within the WWE. But instead they just ignore that aspect of Roman's character altogether.
