You have GOATS like Asuka and Iyo, big faces like Bianca, and 2 of the horsewomen in Bayley and Charlotte; whereas Raw has much more depth, but as the other anon said, it's mostly a vehicle to feed victories to Rhea and Becky. Until Becky got the NXT title, half of them didn't even show up, and if they did it was to get squashed. It took Endeavour firing people they weren't using for HHH to remember he actually has a bunch of women on Raw who were getting paid to sit in catering. For months the only thing that mattered was Rhea, Trish v Becky, and occasionally some tag shit with Chelsea and Raquel/Liv.
tl;dr Smackdown is a few women who share the spotlight and some "literally who"s for flavor, while Raw is a bunch of women who prop up the top 2 until HHH was told he had to use them or lose them.
