Pre Nerf Drew was the strongest for sure. He got nerfed hard at HIAC to make him look beatable for Roman at SS. Dude was kicking out of finishers from Lesnar and Goldberg at 1.

Historically there were a few guys who almost never lost. Then you have guys like Inoki and Hogan and Santo who overcome every obstacle.
Right now there's no one at that level unless you count Cena, who should be up with those three. Takeshita before he went to aew had that sort of power level.
