Tony is doing the NFL equivalent of benching all his own draft picks and signing nothing but high-priced Free Agents - but you can only have 11 on the field at any given time and the GM-Head Coach is lost most of the time. His entire gameplan is "LOOK at my team compared to yours, of course we'll win!" And then they don't, they continue to struggle, so he rages and signs even more players. Doesn't work like that.
AEW can sign every major free agent for the next decade - until they stop putting together shows meant to entertain the live crowd, instead of the crowd at home, they'll continue to suffer. There's too many 12+ minute matches that should be 6=8 plus promo/interview/etc before or after match. Not enough no-DQ stipulations (like Lumberjack match, Special guest referee, submission match, etc), it's almost always regular match or flaming table exploding ring deathmatch.
To be fair: this past Dynamite was a major step forward. 6 dark matches and the only 12+ minute match was the Main Event. Terrible end to the show, though - would have been better if MJF somehow got his belt back earlier in the night, just to get jumped on his way to his vehicle, etc, then Bullet Club closes the TV show laughing at him (Dark Match immediately after going off the air - Acclaimed + Darius Martin vs Bullet Club Gold, DM taking the pin)
