In AEW, at least initially in the company statement. World Titles are equals, so a World Tag Champ would be considered just as important as a World Heavyweight champion. So all titles that have "World" in it are equals.
When they introduced the TNT title, it was promoted as being of "equal footing" as the World title but as a different category. In old territory and current Japan wrestling, they'd use the term "seperate governing body" (See: The NEVER title). WBD has their twitters also promote their channel's champions (pic related). But they are glorified TV titles.
ROH is its own promotion even if the roster is shared. So like the above it's a different governing body.
FTW, by own admission and description is an "outlaw" title that has no governing body. It's a title held by "the toughest guy", as a symbol of being the toughest.
The TCMDM title is purely for promotional sake, and can be seen as a glorified commercial.
So all this is to say that the only secondary titles in AEW/ROH are the International, Face of the Revolution Ring, Dynamite Diamond Ring, The Owen, Pure, TCMDM, and the newly created Continental.
