Steiner who was still recovering had to either put up or shut up with his career that was still at its height from the end of WCW run now that Vince held the keys. They tried to push it down the line as long as they could with pose off, arm wrestling, and bench gimmicks week after week leading up to the match with HHH but honestly they should have kept Scotty as a quick squash up the card thing for build so he could properly heal for year.
But business is business so they wanted to use him big and quick while he was still a hot property coming off of WCW. Needed up being his worst looking match until he got butcherhoused in Puerto Rico that pretty much made his entire career 100% gassed.
