Goldberg is more comparable, but Goldberg had significant weaknesses that were all exposed after the cattleprod thing at Starrcade '98. He never fully recovered until he had a kid and wrestled Brock in WWE over a decade later.
Roman needs all the help he can get and that's not what you need in a top guy.
