Reasoning: Reigns is undefeated and treated as the biggest deal, so he's the clear #1. Lesnar over Cody, because altho the latter won their eventual rubber match, more people cared / were watching / remember Brock's win. Gunther has been unstoppable and seldom needs help to win. Rollins also has won a ton, usually clean, but his belt is new and would not even be needed without Roman.
