I think Naito is the measuring stick here.
Omega/Naito matches were incredible matches while Okada/Naito matches were always just ok.

Okada is a better wrestler than Omega, but I don't think either particularly carried the other.
They just had excellent chemistry and happened to be in the most important program of NJPW at the time, which was part of the biggest reign in modern NJPW and also its end. It was lightning in a bottle.

Naito is Omega's best opponent. The Omega/Naito series of G1 matches is easily better than the Okada/Omega series
I think that Okada/Naito is not the #1 matchup for either guy. desu There have been some great ones, WK14 is a masterpiece of a match, but they've run it a fuckload of times and it often just feels like a normal good Okada match
