SmackDown on Fox was originally meant to be the bigger brand for WWE and RAW was going to be binned as the B-show but that didn't stick...

That said I wouldn't be opposed to putting CM Punk on SmackDown, especially if Roman refuses to work.

Roman is unlikely to want to work with Punk. Even Seff is a big question mark. Punk will most likely work with Nakamura first. I think Randy will eventually end up in Smackdown.
