It was a great "welcome back" promo. Go back and look at the top comments on the clips of Punk's return--no one is aware of his AEW run. So this was basically a promo for people who haven't seen him in a wrestling ring for ten years.

There was nothing wrong with the promo, it just shouldn't have been built up as this huge main event to Raw. He could have cut that promo at Survivor Series, or they could have had Raw cold open with his entrance and cut the promo at the start. They built it up as the main event you have to wait for so everybody was expecting him to say something exciting or have some big announcement or start a feud or something. He didn't even say anything, you wouldn't have missed anything if you didn't watch it.

It was delivered well enough but it was a nothing promo, it didn't even explicitly lay out who he was feuding with (though it's likely Seth of course), he may as well have done it to the live crowd at survivor series. If you spend 3 hours getting hyped up for a CM Punk promo, you expect a CM Punk promo, even just him talking about his WWE exit more would have been enough.
