everyone in their prime the answer is obviously AEW
but you then you also say excluding retired wrestlers but AEW would still win here.
however if you include retired wrestlers and everybody under contract in their prime, then WWE would win for Jerry Lawler, Booker T, Shawn Michaels and Triple H. also Vince is still with the company and was a better worker than more than half of the AEW roster.

If it was to do with the brand the rise would've been gradual over the years and the drop-off would've never been so big, just a few years ago the brand was fucking abysmal and the attendance they were pulling was less than half of what it presently is. Brands don't rehab that fast, they visibly started churning out new stars that can be provably relied on through house show headlining and merchandise sales.
By the way, the highest sellers in the AEW merchandise store are AEW-brand items. This isn't the case for WWE. AEW is demonstrably the brand-driven one, WWE is now star-driven.
