She could have been super over as a babyface authority figure but she was too into being a heel. Dragging on the heel authority storyline from literally 1997 hurt the business big time, brother, and all the anti-WWE sentiment, VDS and ratings reflect that. Everyone came to associate the McMahons with negative stuff.
