He didn't explain anything, he just stood bad and smugly watched, expecting them to just get what's going on.
Also, it wasn't an episode of Dragon Ball Z, it was one of those fan made compilations focusing on Goku and Future Trunks during the Cell Games and all that. One of those fan made videos with an instrumental metal soundtrack, etc.
