he didn't 100% find his stride until 2000, but if the Streak had continued into 1999 or been Goldberg/Steiner at Starrcade, Steiner as leader of nWo Hollywood beating the piss out of Goldberg with goons and a pipe would have catapulted him into main event heel status.
Steiner goes over Nash forcibly reuniting the Wolfpac in as an alpha move, maybe with some more shenanigans, while you have Goldberg chase, trying to beat through the minions.
Hogan returns basically thanking Steiner for keeping the belt warm and demanding he lay down for him now. Steiner refuses claiming he's the new head of the nWo, murks Hogan proving he's a legit main eventer now, Goldberg bulldozes his way through the rest of the nWo, and then you get Goldberg/Steiner 2 where either Goldberg wins it back and you can then have Hogan try regain his status or a disaffected Nash try regain his status/Wolfpac independence, OR Steiner wins the rematch clean and you now have your mega heel monster who quits the nWo as he doesn't need them anymore, and a babyface Nash can chase, or DDP, Sting, Bret, anyone.
Alternative option would have been Bret but Bret was waning in WCW, probably wouldn't have worked.
Raven is a smark choice but it'd just be replacing the nWo with the Flock as the top heel gang doing runin bullshit and nobody's buying Riggs, Lodi & Kidman as a tougher gang than the nWo.
