Because Tony doesn't know how to book. Jay and Juice were a solid tag team that played to their strengths and they dropped it for a dimeless MJF feud that tried to sprinkle in antisemitism. Jay White just isn't interesting as a solo guy and Juice outshines him with personality.

He never had to work on his character because he was coasting on the free foreigner heat that all foreigners get in Japan. He coasted even easier riding on the Bullet Club gimmick that others like AJ and Balor made popular.

He basically had a free ride in Japan due to being a foreigner and in the already established Bullet Club.

It's why Juice had outshined him. As Juice didn't coast and still worked on his character.

Then on top of that he was jobbed out very quickly to MJF who is just an up jumped midcard act that is a dollar store version of the Miz. Which put the nail in his coffin.

Tony has a bad habit about buying into the hype of smarks for guys like White and Ospreay who are not draws and only popular with the internet.

There were a lot of circumstances working against him in AEW. Jay came into AEW on short notice during the WWE hiring freeze. They had absolutely no plans for him for the first few months. CM Punk pushed him heavily as a main heel on Collision, where he kind of got over for a while with the cardboard cutout gimmick, but then Brawl In happened, Punk got fired and Jay got stuck in a terrible feud with MJF that ended in a shitty match everyone hated. Now Jay's stuck in the AEW G1 having regular matches with no direction again.
