I feel like the lack of reaction was more people not remembering the bit where KO attacked Waller and Theory at the same time back stage, making the comparison Punk between himself and KO go over people's heads. Kind of like how LA Knight dumping on Nash in a promo went over a lot of people's heads there too cause no one actually remembers the promo from the start of their run in WCW. At the end of the day, it just felt like something for the truly hard core fans, and since it wasn't the entire promo I think it was fine.
