Wrestling in North America was spiraling down the drain in the early 90s, SMW even managed to outdraw fucking WCW in some markets. WCW would have been dead a thousand times over had it not been funded by Turner and RAW was running out of high school gyms. Imagine RAW in a high school gym today.
OVW was partnered with the WWE, they weren't outright owned by them. Cornette knew Lesnar, Cena, Orton and so on wouldn't last there long, and he was right. There was no point in building around them, but OVW did help train them to get them ready. Although they certainly learned a lot more actually working on the road, OVW was a good foundation.
This isn't meant to be Cornette apologism. I do think his booking isn't the best, especially his ROH Clone Wars run, but a lot of this isn't fair imo
