WWE as a brand is the draw, not one guy on the roster. You could plug anyone in Cena or Roman's spot, give them unbeatable booking and push them to the moon, and they would be "the guy." It's just branding, especially for a guy like Roman who appears once a month to cut the same "Acknowledge Me" promo he always does, and wrestles the same match once every 3 months.
