Because they thought the WCW guys would be the babyfaces and get their own TV show. Then the Booker T/Bagwell match got boring chants. Then they realized the WCW guys wouldn't be enough so they brought back ECW guys. Then they realized WWF fans will only boo WCW no matter what.

With the depleted WCW roster that they had they knew this from the beginning
It was a burial
They could have had the Booker/Bagwell when they did a show in the old WCW heartland but they didn't knowing full well that fed fans would boo anyone that wasn't Goldberg or Hogan or Sting

What I never got was that they wanted to turn Raw - their flagship show - into Monday Nitro and have Smackdown be the WWF only show. Maybe it was different in 2001 when it had only been on the air for 8 years and not 30 but that seems crazy looking back at it.
